Politicians have the responsibility of guiding legislation that may regulate outsourcing practices, encourage outsourcing practices, or promote building workers' skills to enhance their marketability for companies. Coming to a consensus and reaching an effective solution must involve bipartisan action by politicians.

Nationally recognized journalist and editor Steven Clemons argues that the high-profile debate over offshoring may seriously undermine American interests. Clemons targets politicians from both sides of the political aisle by pointing out the need for smarter policy that would upgrade industrial capital, or technology, as well as improve the educational quality of America to ensure jobs for its citizens. Hence, Clemons advises that political candidates should quit bashing foreign imports and offshoring and instead build support for educational and technological investment to promote jobs domestically.

It is the responsibility of politicians to sponsor bipartisan policies that invest in the job and technology skills of Americans. The discussion about offshoring and outsourcing is not merely centered on pros and cons, but on what politicians can do to improve the quality of American labor.

On the other hand, politicians also have the ability to impact business performance by sponsoring policies that encourage competitiveness among U.S. companies both domestically and globally. According to economist Glenn Hubbard, politicians should modify corporate tax, litigation and health care policies to enhance U.S. competitiveness in global markets. This may entice companies to invest in high-skill labor back home as well.

Politicians have the opportunity to directly impact the offshore outsourcing problem by pushing policies that support businesses, invest in workers' skills, or regulate outsourcing altogether. However, they must remember that businesses make up the majority of their donors, whereas workers make up the majority of their political base, so sponsoring policies that benefit both sides is crucial.
